Service Owner, ESB

Job Purpose

The Integration Services Owner is responsible for the management of the Enterprise Service Bus. Integration Services provides the mechanism for inter-application integration, both external and internal to LCH.C. Delivery of the service is through an implementation of the Oracle ESB.

It is the responsibility of the Service Owner to ensure that the technology solutions are delivered to time, cost and quality. Working with the Production Support leads, the Service Owner will take the ownership of the extended service across both change and run.

The Service Owner must ensure that the Development team has the skills, capabilities, tools, process and resourcing levels to support the most cost effective approach to delivering technology solutions.  Each deliverable must be: fit for purpose, meet the business needs, deliver value for money, be supportable once delivered and meet agreed SLAs.

In addition, the Service Owner is responsible for introducing efficiencies in delivery through (i) streamlining & automating delivery processes, (ii) re-use of existing design and build components, (iii) optimum use of resources utilising the on shore/off shore model, in line with LCH.C strategy.

Resources Management

Management responsibility for: The Service Owner is responsible for directly managing the resources that make up the development delivery team across design and build.

Budgetary/Project responsibility:  The Service Owner is responsible for ensuring (i) that Work Packages are delivered within budget and (ii) adherence to the Change Lifecycle and standard change control process is observed.

Key Responsibilities

• Line Manager to Developers and Solutions Designers within the Service, supporting and mentoring individuals and accountable for all aspects of technical delivery
• Accountable for production of product roadmap for the service. This comprises identification and planning of dependencies, project driven change, strategic platform enhancements and upgrades,
• Accountable for proactively managing the resourcing levels, skills and capabilities within the Service to meet business demand
• Accountable for ensuring the quality and productiveness of both onshore and offshore resources
• Accountable for producing delivery estimates and work package plans for the Service including delivery of functional testing, with any effort required from other product streams and / or IT production
• Accountable for the delivery of project work packages and internal enhancements to agreed timescales and budget. This includes delivery of functional testing, with any effort required from other products streams and IT production
• Manage relationships with Production, in order to provide the end to end service
• Accountable for ensuring the service architecture complies with the direction set by the Strategic Design Authority and is the best solution for the Service, not just the individual deliverable
• Liaise with the Product Managers, Technology Leads, internal departments and 3rd Party Vendors to understand the key business, commercial and technical drivers enabling successful technical delivery
• Responsible for production of timely and accurate reporting both internally within STS and directly to the service consumers.

Person Specification

Education:

• Degree or HND Computer Science or other mathematical/engineering discipline

Skills/Experience/Qualifications:

• Significant experience of managing a development team, within a commercially focused & driven environment, preferably gained within financial services and the relevant product area
• Significant knowledge of end to end software lifecycle and development methodologies
• Significant experience of introducing and managing change
• Significant stakeholder management experience
• Management of offshore teams
• Full understanding of relevant J2EE software technologies
• Full understanding of relevant database and/or Integration technologies, as appropriate
• Prince2 & ITIL qualified
